Regional Peace and Order Council (RPOC) XII Successfully Conducts Its 3rd Quarter Regular Meeting

The Regional Peace and Order Council (RPOC) XII successfully conducted its 3rd Quarter Regular meeting last September 27, 2018 at The Farm, Carpenter Hill, City of Koronadal, South Cotabato.

The meeting was presided by RPOC XII Chairperson, Hon. Governor Datu Pax Mangudadatu, Al Haj., Ph.D.  It was attended by the RPOC XII Vice Chairperson, PCSupt. Eliseo Rasco of PNP-PRO XII, RPOC Head Secretariat RD Reynaldo M. Bungubung, CESO IV of DILG XII, BGen. Roberto Ancan of the 10th ID, PA and BGen. Juvymax R. Uy of the 6th ID, PX and PPOC Chairperson of South Cotabato, Hon. Governor Daisy Avance Fuentes and the other 31 regular members of the RPOC XII.  

Present also are the commanders of the 10th ID, 6th ID and 4th ID of the Philippine Army.

Hon. Governor Daisy Avance Fuentes of South Cotabato presented the significant accomplishments of the PPOC of South Cotabato containing the Comparative Crime Statistics for the 3rd Quarter which indicated a total crime volume of 852, average monthly crime rate of 29.99%, crime solution efficiency of 84.51% and crime clearance efficiency of 87.79%.  She also recommended the following: 1) To the law enforcement agencies (LEAs) - to sustain the dismantling of the private armed groups particularly those involved in criminality or those being used to expand business and political interests, 2) Requesting the PNP for an in-depth investigation of the forced take-over of titled and non-titled lands particularly in the municipalities of Polomolok, Tupi  and Lake Sebu, 3) For the RPOC to issue a resolution for Surallah MTC/RTC to prioritize the hearings of these cases and to the NCIP to investigate who are those personalities behind these illegal activities of the filing of cases to the groups or individuals behind the grabbing of lands and 4) All OPAPP projects should go through the approval of the peace and order councils.

The POCs of General Santos City and Cotabato City also presented their modest accomplishments for the 3rd Quarter.  The CPOC accomplishments of General Santos City were presented by Atty. Arnel Zapatos, PSSupt. Raul Supiter & Col. Bajao of the JTF GenSan where they highlighted the immediate arrest of one of the suspects in the September 22, 2018 IED bombing in Apopong, General Santos City.

For the CPOC of Cotabato City, it was presented by PSSupt. Rolly Octavio.  They presented the accomplishments of the LGU-PNP JOINT RONDA wherein out of the 76 operations conducted, 101 persons were arrested, 2 died in police operations, 59 cases were filed in court and seizure of 462.40385 grams of shabu and .08214 grams of marijuana.  

Meanwhile, law enforcement updates and accomplishments were delivered by PSINP. Elvin R. Villanueva of the PNP-PRO 12.  The anti-terrorism and insurgency updates were presented by the representatives of the 6th ID, 10th ID of the Philippine Army.

Mr. Romeo P. Cotingio of the NBI XII reported their accomplishments for the 3rd quarter 2018.   He informed the council that 8 cases were already filed in court. Among the crimes committed are 3 cases of murder, 1 case in violation of RA 9262, 1 case related to cybercrime, 1 arson case and 1 plunder case.

Significantly, the Council passed a total of 9 RPOC XII resolutions addressing various peace and order challenges of the region. (see below)

  • RESOLUTION NO. 2018-23 - “A RESOLUTION ENCOURAGING THE LGUs IN SOCCKSARGEN TO ORGANIZE/ACTIVATE & MAXIMIZE THE SPECIAL ACTION COMMITTEES (SAC) UNDER THE LOCAL PEACE AND ORDER COUNCIL (LPOC)”
  • RESOLUTION NO. 2018-24 - “A RESOLUTION ENJOING ALL LGUs IN REGION XII TO PRESCRIBE THE INSTALLATION OF CCTVs AS ONE OF THE REQUIREMENTS IN THE ISSUANCE OF BUSINESS PERMIT/S WITH THE PROVISION TO SUBMIT TO THE AUTHORITIES THE FOOTAGES UPON REQUEST” 
  • RESOLUTION NO. 2018-25 - “A RESOLUTION ENJOINING ALL LGUs TO REQUIRE ALL INTERNET CAFE AND/OR PESO-NET OPERATORS/OWNERS IN THEIR AOR TO BLOCK OR RESTRICT ANY ACCESS TO PORNOGRAPHIC SITES OR OTHER SITES PROMOTING VIOLENCE AND PROVIDING PENALTIES TO VIOLATORS THEREOF”
  • RESOLUTION NO. 2018-26 - “A RESOLUTION APPOINTING THE REGIONAL DIRECTOR OF NICA 12 AS MEMBER OF THE PNP-PRO XII REGIONAL RECRUITMENT AND PROMOTION  BOARD (RPSB)”
  • RESOLUTION NO. 2018-27 - “A RESOLUTION ENJOINING ALL LGUs TO CREATE  OR REORGANIZE A TECHNICAL WORKING GROUP (TWG) TO PURSUE ANNUAL POPS PLANNING FOLLOWING THE GUIDELINES PRESCRIBED BY THE DILG ON THE TOOLS AND PROCESSES ON POPS PLANNING”
  • RESOLUTION NO. 2018-28 - “A RESOLUTION RECOMMENDING TO THE LOCAL PEACE AND ORDER COUNCIL (LPOC) TO DESIGNATE AT LEAST 3 LGU STAFF WHO SHALL  SUPPORT THE LPOC HEAD SECRETARIAT IN ALL POC MEETINGS AND IN CARRYING OUT THEIR DUTIES AND FUNCTIONS”
  • RESOLUTION NO. 2018-29 - “A RESOLUTION EXPRESSING SUPPORT TO THE PROPOSAL OF ENACTING A NATIONAL LAW TO FURTHER INSTITUTIONALIZE THE “AMBISYON NATIN 2040”  IN ORDER TO ACHIEVE THE LONG-TERM VISION OF EVERY FILIPINO WHICH IS “MATATAG, MAGINHAWA AT PANATAG NA BUHAY” AND TO REQUEST THE RDC XII TO ISSUE APPROPRIATE RESOLUTION TO SUPPORT THIS INITIATIVE”
  • RESOLUTION NO. 2018-30 - “A RESOLUTION STRONGLY URGING THE DEPARTMENT OF EDUCATION (DEPED) TO DENY THE GRANT OF THE LICENSE TO OPERATE OR THE APPROVAL OF THE PERMIT TO OPERATE (PTO) TO MISFI/CLANS SCHOOLS WHICH DO NOT COMPLY WITH THE PRESCRIBED CURRICULUM AND INSTEAD TEACHING COMMUNIST OR OTHER IDELOGIES”
  • RESOLUTION NO. 2018-31 - “A RESOLUTION STRONGLY URGING THE ORDER OF CLOSURE OF THE MISFI/CLANS SCHOOLS CURRENTLY OPERATING PARTICULARLY THOSE WITH DISPOSED/DENIED APPLICATION BY THE DEPED”
