DILG XII lauds PLGUs’ commitment, support to CMGP implementation

The Department of the Interior and Local Government XII lauded the Provincial Government Units’ support and commitment in the implementation of projects under the Conditional Matching Grant for Provinces (CMGP) Program in the Region.

DILG XII Regional Director Josephine Cabrido-Leysa, CESO V, applauded the local government units during the agency’s CMGP Mid-Year Evaluation which was attended by CMGP focal persons, civil society partners,  and local road management teams from the four provinces held at FB Hotel, Koronadal City last July 29 to 30, 2019.

RD Leysa said the PLGUs attendance to the mid-year evaluation and their outstanding implementation of the CMGP projects were a positive display of the LGUs commitment to good governance.

“We are very grateful because our LGU partners are there to help us in the implementation of CMGP,” RD Leysa said.

CMGP, a successor of the national government’s KALSADA Program, allotted Php 2.48 billion for the Region’s 49 road repair, rehabilitation, and improvement projects from 2016 to 2018, DILG National CMGP Focal Person Engr. Angelica P. Garcia said during the Activity.

Engr. Garcia added that the Region has completed 37 projects and paved a total of 148.90 kilometers of road based on the program’s latest status update last July 25, 2019. Region XII is expecting to receive Php 479 million to fund the provinces’ 14 proposed projects this 2019.

The DILG has already endorsed to the Department of Budget and Management (DBM) the release of fund worth Php 5.229 million, or 64% of the total allotted CMGP fund, for the 54 provinces in the country which includes South Cotabato and Sarangani in Region XII, CMGP Focal Person Engr. Rizalie Acosta said. The said two provinces will receive a total of Php 231, 049, 958 to fund their proposed eight road projects.

The provinces of Sultan Kudarat and Cotabato are still in the process of completing the requirements for endorsement, Engr. Acosta added. Sultan Kudarat has proposed four projects worth Php 115 million while Cotabato has two projects worth Php 113 million.

RD Leysa hopes that the Provincial Governments will continue with the effective and efficient implementation of the CMGP projects as she assures them of the DILG XII’s full support through close monitoring and various capacity development trainings.

The DILG XII, through its Project Development Monitoring Unit (PDMU), monitors and provides technical assistance to local government units to ensure that they remain on track in the implementation of their CMGP infrastructure projects.

“To tell you frankly, the DILG cannot do it alone. The LGU partners play a very big factor in the accomplishment of projects,” RD Leysa said.

CMGP for Road Repair, Rehabilitation, and Improvement is a partnership program between DILG and DBM to address the poor state of provincial roads across the country and improve LGUs' competency in Local Road Management (LRM) and Public Financial Management (PFM).
