DILG XII Admin Personnel Joins First Ever Development Session

With the Regional Management’s consistent desire to continually develop the DILG XII workforce, Regional Director Josephine Cabrido Leysa, CESO V, spearheaded the development session for administrative division entitled, “Development Session for Administrative Personnel of DILG XII Cum: Human Resource Development Plan and Regional ISO 9001-2015 QMS Implementation”.

The said activity was conducted at the Greenleaf Hotel Gensan last July 24-25, 2019. Among the participants were personnel from both the regional and provincial offices of the DILG XII and it was specifically designed for all the administrative staff.

“No one is superior or inferior: both the admin and the technical staff (should) work together in achieving the utmost desire of the Department to bring quality and efficient services to the people,” Chief Administrative Officer Sir Dennis T. Sucol was quoted as saying as he gave the rationale and overview of the development session. He emphasized that both the admin and the technical personnel work hand-in-hand to materialize the targets forth set by the Department inasmuch as the admin acts as the support system of the technical working group.

Invited resource persons for the development sessions, considered as experts in their fields, provided the participants much deeper understanding and appreciation for various subject matters.

On the 1st day of the development session, Mr. Jim Raborar of Department of Agriculture- Agricultural Training Institute (ATI) talked about etiquette in the workplace and the proper qualities and behavior that government workers should possess.

Atty. Rochelle Mahinay-Sero Provincial Director of Sarangani Province presented effective ways to deal with work-related stress while LGCDD Chief Ma. Teresa D. Bautista presented the numerous ways to manage financial matters. On the other hand, Atty. Michelle Anne P. Viejo, OIC-PD for South Cotabato discussed comprehensively the Code of Conduct and Ethical Standards for Public Officials and Employees (RA 6713) as well as the Revise Rules on Administrative Cases in Civil Service (RRACS).

Local Government Monitoring and Evaluation Division (LGMED) Chief Musarapha A. Alim presented the six (6) processes for a completed staff work followed by a lecture on the importance of 5 S (Sort, Set in Order, Shine, Standardize and Sustain) in the workplace given by Asst. LGMED Chief Ian Jon Clemente.

During the second day of the session, Budget Officer Katherine Llano and AO IV Ma. Glema Talua-Bascos conducted and facilitated a workshop about better and more effective customer service. Supervising Administrative Officer (SAO) Mary Ann Traspe later presented the DILG Strategic Performance Management System Performance Rating Scheme.

During the commencement of the workshop, RD Leysa expressed her appreciation for the positive feedback she has received from the participants. Most, if not all of them, were first-time attendees to such an activity despite their long years of service in the Department.

“This activity is part of our commitment to build up our human resources, as I have clearly mentioned during my assumption as the regional director”, Dir. Leysa emphasized. ARD Lailyn A. Ortiz, charged the participants to ‘apply the learnings’ to make a difference in the workplace. “It is one thing to hear the lessons, but it is way better to put the learnings to use”, added ARD Ortiz, who also appreciated all the positive feedback from the grateful and teary-eyed participants. RD Leysa, for her part, promised to organize and introduce similar capability-building activities in the future, as she believes that ‘HR is a priority’.
