DILG Dose hosts 3-Day Workshop to Enhance LGU Capabilities in Local Economic Development

A 3-day comprehensive workshop on the “Formulation of Local Investment and Incentives Code (LIIC) And Workforce Development Plan (WPD) for LGUs” aimed at enhancing the capabilities of local government units (LGUs) to booster Local Economic Development in their respective localities was conducted at Greenstate Convention Center, Koronadal City, South Cotabato on May 22-24, 2024.

 

The activity was attended by a total of 139 participants composed of  40 LGU officials from five identified LGUs which include Banga of South Cotabato; Mlang and Banisilan of Cotabato, Kalamansig of Sultan Kudarat; and Maitum of Sarangani while 99 participants participated via zoom platform.

 

The activity enjoined LGU key functionaries including the Local Chief Executives, Administrators, Local Economic Development and Investment Promotions Officers (LEDIPO), Public Employment Service Officers (PESO), Community Training and Employment Coordinators (CTEC), Sanggunian Members (Chairperson on Economic Development), Tourism Officers, Agriculture Officers, and City and Municipal Local Government Operations Officers (MLGOOs).

 

In her message, OIC-Regional Director of DILG XII, Atty. Rochelle D. Mahinay-Sero, CESE, emphasized the importance of the roles of the participants in crafting their LIIC and WDP.

 

"Today's activity aims to guide our local government units on the main features of these guidelines and enhance their knowledge in creating WDPs and the Local Investment Incentive Code. This is crucial in aligning national plans and local workforce programs, especially in vulnerable, less progressive and conflict-affected areas," she said.

 

The workshop covered important topics such as the salient features of DILG Memorandum Circular No. 2020-167, the Board of Investments (BOI) mandate on investment promotion, updates on economic and investment laws, the Strategic Investment Priority Plan (SIPP) by BOI Davao, understanding the business perspective and investor decision-making processes, LGU fiscal incentives for investors, local economic development in the Comprehensive Development Plan (CDP), and the key aspects of the DILG-DOLE-TESDA-DTI Joint Memorandum Circular on strengthening initiatives for balanced growth and opportunities in localities (SIBOL).

 

Partner agencies -  DOLE, DTI and TESDA,  thru their regional office’s representatives, presented their commitments and pipelined programs in support to SIBOL. Participants of the training-workshop have successfully crafted their draft Workforce Development Plan and was presented for critiquing at the end of the activity.
