DILG Dose Enhances Barangay Development Plans for CY 2024 RCSP Target Barangays

The Department of the Interior and Local Government (DILG) Regional Office XII, through the Local Government Monitoring and Evaluation Division, successfully conducted the Updating and Enhancement of Barangay Development Plans (BDPs) for the Calendar Year 2024 Retooled Community Support Program (RCSP) Target Barangays on June 25, 2024. The event was held at The Farm @ Carpenter Hill, City of Koronadal, South Cotabato.

 

The one-day activity aimed to capacitate RCSP target barangays with the necessary guidelines in the formulation and preparation of Enhanced Barangay Development Plans. This initiative is in compliance with DILG Memorandum Circular No. 2021-087, dated August 12, 2021, and ensures that BDPs are updated and aligned with the Local Development Plans of higher Local Government Units (LGUs).

 

LGMED Chief Musarapha A. Alim, MPA, delivered the opening remarks, expressing gratitude for the active participation of the 47 RCSP target barangays from the municipalities of T’boli, Kiamba, Maasim, and Maitum. “As public servants, you are not just here to draft plans but to lay down a path for real, positive change,” Alim stated.

 

DILG Dose’s Chief Administrative Officer Dennis T. Sucol also attended and delivered a message from the OIC Regional Director, emphasizing the importance of cohesive and forward-thinking development plans.

 

Administrative Assistant Kimberly Cloi C. Tacbil initiated the workshop with an in-depth discussion on the legal bases and basic concepts of barangay development planning, which laid the foundational understanding necessary for the subsequent sessions. Meanwhile, LGOO VI Jon S. Clemente, the RCSP Focal Person, detailed the process of Barangay Development Plan and Capacity Development Agenda Formulation from steps 1-4. This session provided a structured approach to developing comprehensive and effective BDPs.

 

Outcome Manager of DILG South Cotabato, LGOO VII Ma. Theresa De Justo-Bautista, continued the discussion by presenting steps 5-10 of the Barangay Development Plan. Her presentation ensured that participants could complete the BDP formulation process with a clear understanding of all necessary steps.

 

Concluding the sessions, Administrative Assistant Gerson Jr. T. Manlapao facilitated the Action Planning segment. This segment focused on the practical steps involved in creating the Barangay Development Council and drafting the Barangay Development Plans, emphasizing actionable strategies and effective implementation.

 

Participants of this activity included DILG Focal Persons, Municipal Local Government Operations Officers (MLGOOs), Municipal Planning and Development Coordinators (MPDCs), Local Development Council (LDC) Secretaries, Provincial Task Force (PTF) and Local Government Unit (LGU) Focal Persons, Punong Barangays, Sangguniang Barangay Members, and Barangay Secretaries. Their collective effort and engagement were pivotal in ensuring the success of the event, fostering a collaborative environment aimed at enhancing local governance and community development.
