DILG 12 gear up personnel and LGUs towards 2022 full devolution

In preparation for the implementation of the Supreme Court Ruling on the Mandanas-Garcia case, the Department of Interior and Local Government Regional Office 12, conducted the SERYE SA DOSE, an orientation on Mandanas Supreme Court ruling and its implications, and Continuing Legal Enhancement for DILG 12 personnel and LGUs in the region.

In her welcome message, DILG-12 Regional Director (RD) Josephine Cabrido-Leysa CESO III, emphasized the importance of the said activity as this will benefit the participants in preparation for the full devolution in 2022.

“I believe that we have to equip ourselves with the right knowledge and information to know what to expect, both the pros and cons,” Leysa said.

To equip the LGUs with the necessary capacities in improving their performance and enable them to effectively and efficiently deliver quality services to their constituents, two sessions were conducted during the said activity.

Atty. Cedric Jaranilla, DILG-6 Regional Legal Officer, led the discussion during SERYE SA DOSE: USAPANG LEGAL, and presented the latest DILG Legal Opinions regarding BLGU and MLGU functions and other related matters.

During the SERYE SA DOSE: USAPANG MANDANAS session, Anna Liza Bonagua, Director of Bureau of Local Government Development presented the Mandanas- Garcia ruling and its implications, highlighting that the implication of the ruling would mean more resources for local government units (LGUs) to better service delivery, lesser resources for plans, programs, and projects of national agencies, and greater demand for capacity and supervision of LGUs.

Atty. Libertine G. Cagang, Assistant Regional Director of the Department of Budget and Management 12, discussed the draft executive order which includes topics related to finance and accounting, particularly in matters regarding the National Tax Allotment (NTA).

The said activity was attended by 109 DILG personnel and 240 LGUs, participants were given an opportunity to ask questions, raise concerns, and comment on the topics during the forum.
