Successful RBME Training Equips Region XII LGUs for Smarter Project Monitoring and Governance

Thirteen (13) local government units across Region XII have taken a significant leap in enhancing their project implementation and evaluation capabilities through the recently concluded 3-day Results-Based Monitoring and Evaluation (RBME) Training. Held under the Regional Institutional Development and Support (RIDS) Year 2 Implementation, the training aimed to address key gaps identified in the latest Seal of Good Local Governance (SGLG) assessment particularly in project utilization and execution.

Participating LGUs were represented by their Planning Officers, Municipal Engineers, and Municipal Local Government Operations Officers (MLGOOs). Through focused and practical sessions, the training unpacked the full project life cycle and emphasized how projects evolve, from planning and implementation to monitoring and reporting. By understanding these processes more deeply, participants are now better equipped to carry out their crucial roles as project monitors.

A core feature of the training was the introduction and application of the Logical Framework Approach (Log Frame) a tool that helped participants map out project objectives, indicators, and assumptions in a structured way. This was linked to the broader discussion on the Local Project Monitoring Committee (LPMC), covering its composition, roles, and responsibilities as a key mechanism in local monitoring and evaluation.

The participants also gained hands-on exposure to the Regional Project Monitoring and Evaluation System (RPMES), including its conceptual framework, system components, and the revised reporting frequencies and timelines. Discussions were contextualized to local realities, ensuring that the learning outcomes would be directly applicable on the ground.

This comprehensive training was made possible by the expertise of Engr. Cheryl Agustin-Flores, EnP, Engr. Hermenia S. Ontoy, and Engr. Jennelyn Penales, who served as resource speakers and training managers throughout the activity.

Adding a strong note of support and strategic insight was Engr. Samuel A. Camaganacan, Assistant Regional Director of DILG Region XII, who was present during the training. His presence underscored the Department’s commitment to building LGU capacities and ensuring that national standards are met with local excellence.

At its core, this RBME training is more than a checklist activity it’s a commitment to progress. By equipping LGUs with the tools to monitor, evaluate, and improve their projects, Region XII is building a future where every peso spent is felt on the ground, and every project tells a story of impact.

It’s a reminder that good governance isn’t just about completing infrastructure or submitting reports it’s about delivering results that truly matter to communities. With renewed knowledge, practical tools, and strong institutional support, these LGUs are now in a stronger position to meet, and even exceed, the standards of good local governance.
