PDMU holds Mid-Year Implementation Review on CMGP

The Department of the Interior and Local Government XII, through its Project Development Management Unit (PDMU), has recently conducted a Mid-Year Implementation Review (MPIR) to monitor the status of the physical, financial, and governance reform accomplishments of Provincial Local Government Units (PLGUs) under the conditional matching grant to provinces (CMGP) program of the DILG.

On June 16, PDMU hosted the said virtual meeting with PLGUs’ Local Road Management Teams and Office of Project Development Services-DILG Central Office representatives in attendance.

DILG XII Regional Director Josephine Cabrido-Leysa, CESO III stated that “as the program enters into its fifth year of implementation, it is necessary for the Department to assess the results and impacts of the program to the communities”. Under CMGP, PLGUs serve as the implementing agencies in paving identified major provincial roads funded by DILG.

“In all our undertakings, the name of the game is ‘good practices’. There are things that are better done by other provinces. Thus we want this session to be an avenue of sharing of experiences especially of those who made it well in the implementation of the project,” Leysa said.

 

Furthermore, the MPIR will also help the Department assess the status of the PLGUs’ compliance and accomplishments under the Governance Reform aspect of the program which includes key reform areas under Local Road Management (LRM) and Public Financial Management (PFM).

This governance reform targets form part of the PLGUs’ Provincial Governance Reform Roadmap (PGRR), a six-year plan which will end this 2022. PLGUs implement the plan by culling out its annual slice dubbed as the Annual Reform Action Plan (ARAP).

PDMU Chief Engr. Herminia S. Ontoy thanked the PLGUs for their active participation during the virtual meeting. She said, through the activity, the Department and PLGUs were able to learn from each other through exchange of good practices in implementation, as well as in identifying the gaps and concerns of the project implementation.

Engr. Ontoy assures to employ a stronger approach in assisting PLGUs in achieving their governance reform targets while maintaining the Region’s excellent performance in its physical and financial accomplishments.

Initially scheduled last May 2020, DILG XII postponed and rescheduled the CMGP MPIR this month due to the corona virus crisis.
