National Validators for SubayBayan Awards Assess Project Success in Region XII

From October 15-17, 2024, national validators conducted the SubayBayan Awards validation process in Region XII, visiting the Municipality of Magpet in Cotabato and the Municipality of Kiamba in Sarangani, both competing under the Municipality Category, as well as the City of Koronadal in South Cotabato, representing the City Category. This validation was essential for assessing the performance of these local government units (LGUs) in key areas critical to effective project implementation and management.

The SubayBayan Awards framework evaluates project success using comprehensive metrics. These include timeliness (adherence to schedules and timely submission of documents), completeness (full project enrollment and submission of required data), and accuracy (verification of data and documents). Quality standards ensure that projects are delivered in compliance with laws and regulations, while supervision highlights the role of provinces in providing oversight and capacity support to LGUs. Strong administration and governance reflect the adequacy of internal control systems, performance of Local Project Monitoring Committees (LPMCs), and community-sourced “most significant change” stories that capture the projects' impact on local progress. Together, these metrics provide a robust framework for evaluating LGU performance and project impact.

The national validation team included Atty. Ian Kenneth B. Lucero, Assistant Regional Director of DILG Region VII, Joemily Feliciano, Program Manager I from the DILG Central Office-OPDS, the PICE President, and DILG XII representatives led by Project Development and Management Unit (PDMU) Chief Engr. Herminia S. Ontoy and Regional SubayBayan Focal Person Carlo L. Fano.

The SubayBayan Awards celebrate LGUs that demonstrate excellence in project implementation and monitoring under DILG’s programs, reinforcing a culture of transparency and accountability in local governance.
