DILG XII in Partnership with Interim NPOC Secretariat (DILG-BLGS) Conducts POPSP Updating, POPSP-PCMS Retooling and POC Secretariat Enhancement Training

The DILG XII, in partnership with the Interim National Peace and Order Council (NPOC) Secretariat, successfully conducted the POPSP Updating, POPSP-PCMS Retooling and POC Secretariats Skill Enhancement Training on October 9-11, 2018 at Greenleaf Hotel GenSan.

Participants to the 3-day activity are the Local Peace and Order Council (POC) Head Secretariats composed of the DILG Provincial/City Directors, City/Municipal Local Government Operations Officers and 54 LGU staff.  Out of the 122 invited participants, there were 136 participants who attended the activity.

On October 9, 2018, DILG Assistant Regional Director Lailyn A. Ortiz, CESE delivered the Welcome Message of the DILG RD Reynaldo M. Bungubung, CESO IV during the Opening Program.  In her speech, she thanked the participants for attending the training despite their busy schedules and stressed the contributions of the LGUs in addressing the problems on peace and order in the region particularly in the implementation of the programs and projects in their Peace and Order and Public Safety (POPS) Plan. 

During the 2nd day of the activity, the participants were oriented on the Guidelines on the Entitlement, Release, Use, Reporting and Audit of Confidential and/or Intelligence Funds and the CY 2017 Peace and Order Council (POC) Performance Audit Tools and Manual by the Interim NPOC Secretariat (BLGS-DILG).  One of the highlights of the activity is the hands-on training of the participants on the POPSP-Policy Compliance Monitoring System (PCMS). It has been a learning experience for the participants as majority are new to the System.  The BLGS Team composed of Ms. Diana M. Baldonado , Ms. France Kristel Rapanut and Ms. Kristine Mari Miranda did an excellent job in explaining the Plan Completion Steps and other processes of the System.  Participants were given an opportunity to update their reports using the system during the workshop proper.

On the 3rd and last day, the participants were trained on Basic Photography and Documentation in order to enhance their skills in the documentation and article writing.  The resource person, Mr. Louie Pacardo, an experienced writer, documenter and editor, discussed the basic principles in photo documentation, different techniques and uses of the DSLR camera and article writing.
