DILG Dose successfully conducts the 2nd Orientation on Ending Local Communist Armed Conflict (ELCAC) in partnership with the PTF-ELCAC Sarangani for the CY 2024 RCSP Target Barangays

Honorable Mayor of Kiamba George F. Falgui, Honorable Board Member of Sarangani Province Arnold R. Abequibel, Provincial Director Samuel A. Camagancan, CE, Outcome Manager Analyn S. Doceo, Program Manager Mary Grace A. Santarin, and MLGOOs of DILG Sarangani Province were present at the activity, along with representatives from the Sarangani Provincial Task Force, Municipal Task Forces of Kiamba, Maasim, and Maitum, the Punong Barangays and Secretaries of the 30 target barangays, Special Forces Battalion, BFP, and PNP.

On behalf of the Honorable Governor Rogelio D. Paquiao, the PTF-ELCAC focal person of Sarangani Province Ms. Lizette Lopez extended gratitude to all participants who actively joined the said activity. She emphasized that EO 70 is a whole-of-nation approach wherein the community can achieve inclusive and sustainable peace by recognizing local armed conflicts. “Hindi lang siya concerned ng military at saka ng PNP pero makikita po ninyo na ang lead po dito sa implementation, ang bida dito ay ang ating mga Local Chief Executives (LCEs)”, she added.

In his message, Mayor Falgui ensured that the communities particularly in terrorist vulnerable areas will overcome adversity and sustain positive peace through the programs of the DILG. Additionally, he underlined that the Municipality of Kiamba will have a progressive and safe community as a result of his commitment and dedication to the ELCAC program. “Let us reaffirm our commitment to the ELCAC Nexus Clusters, RCSP and SBDP, and let us work hand-in-hand, shoulder-to-shoulder to build a future where peace, progress and prosperity are redeemed grace for all”, he concluded.

The objective of the activity is to steer and capacitate the targeted local government units (LGUs) on RCSP Guidelines, the ELCAC Framework, Post-Conflict Armed Conflict Imperatives and Support to the Barangay Development Program (SBDP).

The implementation of the Retooled Community Support Program (RCSP) has important milestones and timetables, which LGOO VI Ian Jon S. Clemente presented. He also underlined the roles and responsibilities of the stakeholders on Ending Local Communist Armed Conflict (ELCAC).

Meanwhile, Noel M. Lapidez, President of the SOCCSKSARGEN Peace Advocates for Nation-Building and Development (SPAND), presented a lecture on the CPP-NPA-NDF Coping Mechanisms against Government All-out Offensive and Understanding Guerilla Front Concepts.

Furthermore, the attendees were given an orientation by LGOO VI Engr. Herminia S. Ontoy, Chief of the PDMU, regarding the Support to the Barangay Development Program (SBDP).
