The DILG XII, through the leadership of Regional Director Reynaldo M. Bungubung, CESO IV and in cooperation with the Bureau of Local Government Development (BLGD) and the Philippine Chamber of Commerce and Industry (PCCI), conducted the Brief Orientation cum Launching of the Public-Private Partnership for the People Initiative for Local Governments (LGU P4) on September 23, 2016 at The Farm @ Carpenter Hill, Koronadal City. SILG Ismael D. Sueno graced the activity with Head Executive Assistant Josephine C. Leysa, BLGD Director Anna Liza F. Bonagua, PPP Consultant Atty. Jesus Doque IV, PCCI Regional Governor Raymund Salangsang, Sultan Kudarat Governor Datu Pax S. Mangudadatu, South Cotabato Governor Daisy Avance-Fuentes, Valenzuela City Mayor Rex T. Gatchalian and Dr. Ather Sajid of EOGCI. It was attended by twenty-one (21) Local Chief Executives – two (2) Governors, two (2) City and seventeen (17) Municipal Mayors), Liga ng mga Barangay (LnB) Provincial Chapter Presidents and other local functionaries of Region XII. LCEs from the province of Zamboanga Sibugay and municipality of Butig, Lanao del Sur also attended the said ativity.
The Orientation, attended by one-hundred twenty-three (123) participants composed of sixty-nine (69) male and fifty-four (54) female, provided the participants with the following topics: DILG initiative on LGU P4, Promotion of LGU P4, Investment interest for Private Sectors Partnership in PPP, and Potential PPP Models: Moving Forward towards Partnerships. Best practices on PPP of the cities of Valenzuela and General Santos were also shared for appreciation of the participants. Provincial Investment Profile of the Provinces of South Cotabato, Sultan Kudarat, Zamboanga Sibugay, and Sarangani were also presented.
LGU P4 is defined in two (2) levels: Policy and Project. At the policy level, it is a developmental, innovative, change and partnership strategy aimed at promoting the general welfare, inclusive growth and better quality of life of Filipinos. While, at the project level, it is a contractual arrangement between the government and the private sector to deliver public infrastructure and/or public services where each party assumes specified functions, bears certain risks, provides contribution, performs particular obligations, and earns benefits and revenues.
Overall, the activity was successfully conducted. The launching is the first in Mindanao and it aims to advocate the new project of the Department as new concepts, strategies and approaches on handling, managing and monitoring public-private partnership at the local level was introduced therein.
