In her impassioned opening address, Regional Director Atty. Rochelle Mahinay-Sero articulated the significance of unity in purpose, declaring, "Sama-sama tayo sa isang adhikaing alam nating lahat tayo ang makikinabang lalong lalo na sa mga susunod pang henerasyon" ("Together, let us unite in a common goal, knowing that we all stand to benefit, especially future generations").
