The Performance Challenge Fund (PCF) program is an incentive fund to LGUs which comes in the form of financial subsidy for Local Development Projects which are in the Annual Investment Program (AIP) or Local Development Investment Program (LDIP) of LGUs and consistent with national goals and priorities. The PCF aims to incentivize and recognize good governance performance, particularly in the areas of transparency, accountability, participation and service delivery. The Program is intended to sustain governance reforms for the delivery of basic services.
The DILG Regional Office XII has been implementing the PCF since 2011 up to the present. A total of 148 projects amounting to ₱ 34,500,000.00 were awarded to the (9) LGUs, which include the provinces and cities that have been conferred with the 2018 Seal of Good Local Governance (SGLG), under the Department’s Local Governance Performance Management Program.
To recognize the performing LGUs in the Region, the DILG Regional Office XII conducted the PCF Regional Summit with the theme: “Sharing Innovations and Best Practices Towards Good Local Governance” on April 12, 2019 at the EMR Convention Center in City of Koronadal, South Cotabato.
Josephine Cabrido-Leysa, CESO V, Regional Director of DILG-XII, offered her warmest welcome to all the guests, participating LGUs, Provincial and City Directors, PCF program management and DILG-XII personnel. She also congratulated the LGU awardees who were present during the event. The Director said that “the Region has received a total allocation of ₱294,500,000.00 from PCF and this has undeniably made significant impact to the lives of everyone in the community”. The projects includes school building, rural health units, health centers, laying-in clinics, water and sanitation facilities, housing and settlement, rehabilitation centers, roads, bridges, irrigation systems, tourism facilities, slaughter house, public markets and a lot more which “are the testaments to the Government’s intention of bringing more services to our constituents, to where it matters most and where it is needed.”
“Today is an opportunity to give credit to our Local Government Officials, the PCF team from all levels of government units, and their partners from the DILG who did not just do their jobs but they have also put their hearts and minds into what they do.”
“Our theme: Sharing Innovations and Best Practices towards Good Local Governance is about the need to spread out the good news and the best practices for the benefit of our communities, marginalized sector, and practically everyone.”
The PCF Regional Summit 2019 was attended by the following guests from the DILG-Central Office: (from the right) Dir. Marlo S. Guanzon, ASEC Esther A. Aldana, CESO II, Dir. Anna Liza F. Bonagua, CESO III, Ms. Melanie P. Angulo, LGOO IV and Mr. Zaldy I. Masangcay, Chief, LADD.
Dir. Anna Liza F. Bonagua, CESO III, BLGD, presented the Overview and the PCF progress of implementation. She stated that from CY 2010 to 2018, there have been 3,241 LGU awardees nationwide with a total fund allocation of P6.862 Billion. As posted on the PCF website on March 31, 2019, 3,171 projects (88.70%) out of 3,575 projects have been completed, 191 projects (5.34%) are ongoing and 213 (5.96%) have not been started yet. She also emphasized that (9) nine LGUs in Region 12, received a total PCF subsidy of ₱ 980,300,000.00. Out of 148 PCF projects, 139 projects have already been completed, (6) six is ongoing, and (3) three is yet to be started.
ASEC Ester A. Aldana, CESO II, challenged the DILG Regional Office XII under the leadership of Dir. Josephine Cabrido-Leysa, CESO V, to double the number of LGU SGLG qualifiers by CY 2019. She congratulated the DILG XII for being the first Region to conduct the 2019 PCF Summit among the (4) four other regions which had been given assistance by the DILG-CO. She also congratulated the SGLG passers who bested all the criteria of the SGLG for their efforts will not be wasted as they ultimately benefit the people.
The PCF Regional Summit 2019 in Region XII was attended by the 41 LGUs with eight (8) Local Chief Executives, MLGOOs, CLGOOs, Provincial and City Directors, DILG RO XII personnel and with the special participation of the BFP-XII Band and Dancers and the South Cotabato Chorale.
The top five LGUs in the Region which received the award as the Best PCF Project Implementer are the LGUs of Surallah in South Cotabato, Kiamba in Sarangani Province, Columbio in Sultan Kudarat, the City of Kidapawan and the Province of Cotabato. These top five LGUs were selected based on their performance in the PCF project implementation while consistently passing the SGLG.
The Province of South Cotabato, two (2) LGUs from Cotabato Province and one LGU each from Sarangani and Sultan Kudarat were adjudged as “Better” PCF Implementers while the cities of Cotabato and Tacurong, the LGU of Malungon (Sarangani Province), LGUs of Banga, Polomolok and Sto. Nino (South Cotabato), LGUs of Esperanza and Lambayong (Sultan Kudarat) and the LGUs of Kabacan, Magpet, Midsayap and Pigcawayan (Cotabato Province) were recognized as ‘Good” Implementers.
The MLGOOs of every LGU awardee were also given due recognition for providing the necessary technical assistance and valuable efforts in the PCF project implementation.
