1st Monthly Gathering for 2020, 5th RTF-ELCAC XII Meeting held in SK

The Regional Task Force on Ending Local Communist Armed Conflict (RTF-ELCAC) - SOCCKSARGEN Region conducted its 1st Monthly Meeting for CY 2020 on January 31, 2020 at South Country View, Isulan, Sultan Kudarat.

The meeting was  presided over by Secretary Isidro S. Lapeña, Ph.D.,CSEE, Director-General TESDA, CORDS for Region XII, and RTF-ELCAC SOCCSKSARGEN Region Chairperson,  RPOC XII Chairperson Sultan Kudarat Governor Suharto T. Mangudadatu, Al Hajj, DILG XII Regional Director Josephine Cabrido-Leysa, CESO III, NEDA XII Regional Director Teresita Socorro C. Ramos, TESDA XII Regional Director Rafael Y. Abrogar II, NICA XII Regional Director Eduardo T. Marquez, PRO 12 Regional Director PBGEN Alfred Sotto Corpus, AFP 6ID Commander MGEN Diosdado C. Carreon, Mayors of Magpet, Cotabato Province and Malungon, Sarangani Province and representatives from other member agencies of RTF-ELCAC XII.

The major accomplishments of the RTF-ELCAC XII for the 4th Quarter from October 24, 2019 to December 31, 2019 and Updates on the Creation and Initiatives of the Provincial, City, Municipal, and Barangay Task Forces were presented to the attendees. In one of the reports, it was known that 100% of Provincial, City and Municipal Task Forces on ELCAC have already been organized.  Out of the 27 target LGUs for CY 2020 RCSP,  24 LGUs have already organized their RCSP Teams.  Reports also show that a total of 176 barangays out of 186 target barangays have their Task Forces already organized.

The overall productive results and positive impact of the Lokal Sebisyo Caravans in the Barangays of Basak, Balite, Kabalantian, Datu Ladayon, Batang, and Don Panaca, all in Cotabato Province, were also laid-out during the meeting and provided encouragement to all.

There was one significant issue that was brought up during the meeting and it came from the chairperson for the Provincial Task Forces of Sultan Kudarat, Hon. Governor, Suharto T. Mangudadatu. He expressed concern on the overlapping tenurial instruments and the ensuing land conflict caused by the issuance of IFMA to Silvicultural Industries, Inc. (SII) and M&S Company Inc. and the transfer and integration of IFMA No. 20 (11,834 hectares); IFMA No. R-XII-001 (987.65 hectares); IFMA No. R-XII-002 (968.75 hectares); IFMA No. R-XII-003 (896 hectares); and IFMA No. R-XII-004 (981.60 hectares) to IFMA No. 22 covering a total of 27,529.64 hectares and consequently integrating and merging to IFMA No. 18-2007 which now covers a total of 29,085 hectares.

 As a result, the CORDS and RTF Chairperson, Sec. Lapeña made commitments to personally talk and discuss the matter with Sec. Roy A.  Cimatu of DENR, together with the Governor Mangudadatu and his Team.

 Meanwhile, Mayor Florenito Gonzaga of Magpet, Province of Cotabato, thru his MPDDC, presented to the body the proposed opening of a project to connect the Municipality of Magpet to Davao City. The proposed road project is 87.79 kms and stretches from Pangao-an, Barangay Don Panaca, Magpet to Davao City via Salaysay- to-Lumondao Road and Lumondao-to-Ulas, Davao City. The said project is expected to provide ease to all the farmers in the area as they will be able to bring their products to the market faster. More security outposts will be set up along the route, and as a result, boost the tourism potential of the whole area while increasing the economic activities of the residents.

Secretary Lapeña recognized everyone’s untiring support and sincere commitment in continuing the journey towards achieving a peaceful, secured and happy environment in Region XII and the other parts of the country.

INSTRUCTIONS AND AGREEMENTS

On the submission of reports

  • LOE Regional Cluster Heads to provide the RTF ELCAC XII Secretariat a copy of the reports submitted to the LOE National.
  • Agencies to submit a Monthly Progress Monitoring Report (Annex 3 of JMC 01 s. 2019) to RTF Secretariat
  • Submission of Daily Accomplishment Report to NTF thru the RTF Secretariat

On the Meetings

  • CORDS and RTF ELCAC Chairperson Sec. Lapeña announced that the RTF Meeting will be conducted on a Monthly Basis. 

Consolidated Activities and Budget Proposal

  • Agencies to submit details on the CY 2020 approved budget on ELCAC PPAs, so that items that were not considered for this period will be included in the CY 2021 proposed budget

RTF-ELCAC Monthly Activities

  • RTF-ELCAC XII TWG to discuss the preparations for the conduct of RTF ELCAC Monthly Activities/RCSP

RTF –ELCAC Members Attendance

  • RTF-ELCAC XII Secretariat to compel the RDs of DENR XII, NCIP XII and DAR XII to attend the TF meetings and furnish the SENR, SAR and the NCIP Commissioner copy of the invitation letters

IFMA TWG Report

  • CORDS to seek audience with SENR to discuss the three (3) issues confronting the issuance of IFMA by the DENR and other tenurial issues obtaining in the Province of Sultan Kudarat
  • RTF-ELCAC XII Secretariat to provide CORDS with pertinent documents as his reference during the audience with SENR

Proposed Road Connecting Magpet, Cotabato to Davao City

  • Municipal Government of Magpet to Submit Pertinent Documents / Project Proposal to RDC XII Secretariat relative to the Proposed Road Connecting Magpet, Cotabato and Davao City for Subsequent Deliberation by the Infrastructure Committee (InfraCom) XII

Strengthening Advocacy

  • All LOEs to provide PIA XII copies of press releases/accomplishments reports, and PIA XII to improve the informations to attract public attentions

Rotation of Provincial Hosting of Monthly RTF-ELCAC Meeting

  • Mr. James D. Labiano to Inform Gov. Nancy A. Catamco to host the next meeting

LOE Action Plans

  • LOE Cluster heads to implement the priority programs, strengthen its coordination-whole-of- nation approach, and provide updates/ report on the action plan to be presented every meeting
