DILG Dose Strengthens Commitment at the SOCCSKSARGEN Forum on Negotiated Procurement-Community Participation 2025

The DILG Dose, as an active member of the EPAHP Regional Coordinating Team, participates in the SOCCSKSARGEN Forum on Negotiated Procurement-Community Participation – a procurement method that involves local communities in the process of buying goods or services for public projects, on April 10-12, 2025, in General Santos City.

In alignment with Memorandum Circular No. 59, s. 2023, which directs all government entities to support the implementation of EPAHP through appropriate procurement modalities including community participation, the DILG Dose continues to enhance local governance by actively promoting inclusive and participatory approaches in procurement.

Atty. Rochelle D. Mahinay-Sero, CESE, delivered a message of support, reaffirming DILG Dose’s steadfast commitment to advancing all initiatives under the EPAHP program. She also highlighted the ongoing efforts in Region XII – the CSO Academy, aimed at creating empowered CSO leaders by equipping them with the essential knowledge, skills, and confidence needed to effectively collaborate with LGUs in implementing policies, programs, and plans. This initiative complements the goals of EPAHP and reinforces the community- driven approach encouraged by the Presidential directive.

As part of its commitment, DILG Dose sent participants from the Bids and Awards Committee Secretariat and Budget Section to gain insights into the practical implementation of NP-CP and to align their procurement processes with inclusive, community-based practices.

The activity also included the signing of a Memorandum of Understanding (MOU) between the Enhanced Partnership Against Hunger and Poverty (EPAHP) and the Alliance of Cooperatives Against Hunger and Poverty (ACAHP), witnessed by key members. Additionally, a Kapihan session was facilitated by the Philippine Information Agency (PIA) XII, with participation from the EPAHP National Program Management Office (NPMO), Department of Social Welfare and Development (DSWD) XII, ACAHP, Collectif Strategies Alimentaires (CSA), National and Regional Coordinating Teams (NCT and RCT) Partners.

Over the next two days, discussions will focus on exploring similar models of NP-CP, sharing valuable insights and experiences from EPAHP partners, and conducting workshops on the practical implementation of NP-CP—contributing to a broader vision of food security, poverty reduction, and participatory governance in the region
