EMB XII Seeks DILG Support for Stronger RA 9003 Implementation

The Environmental Management Bureau (EMB) Region XII has sought the support of the Department of the Interior and Local Government (DILG) XII to tackle key challenges in enforcing Republic Act 9003, the Ecological Solid Waste Management Act of 2000. EMB XII stressed the need for stricter enforcement, better waste management facilities, and stronger coordination with Local Government Units (LGUs) to ensure full compliance with the law.

The meeting was attended by DILG XII Regional Director Atty. Rochelle D. Mahinay-Sero, along with Division Chiefs Maria Theresa D. Bautista (LGCDD), and Ian Jon Clemente (LGMED) and Engr. Mary Ann R. Traspe (Assistant Division Chief). Representing DENR EMB XII were EnP Rammy C. Laspiñas (Chief, ESWMS), Mark Kiven Valdez, and Hannah Lawagon (ESWMS Technical Staff).

A major concern raised during the meeting was the lack of fully functional Municipal Environment and Natural Resources Offices (MENROs) in some LGUs, which weakens the enforcement of environmental laws and hinders effective waste management. To address this, the discussion emphasized the need to establish dedicated MENRO offices, enhance barangay-level compliance teams, and strengthen environmental governance. It was also pointed out that the construction of sanitary landfills was taking too long and not enough effort was being put into diverting trash. Some solutions were suggested, such as more collaboration between local governments and more funding. Another critical issue was the proper utilization of waste management facilities and equipment provided by EMB XII, as some LGUs struggle with maintenance and operational efficiency. To ensure sustainability, the agencies recommended regular audits, capacity-building programs, and stricter accountability measures. Also, it was emphasized how important it was to send in the LGU Solid Waste Management—Self Compliance Monitoring Report (LGU-SWM-SCMAR) on time so that progress could be tracked. Penalties and technical help were suggested as ways to improve compliance.

By initiating this partnership, EMB XII is reinforcing the need for stronger interagency coordination in achieving sustainable waste management solutions. With the DILG's help, implementing RA 9003 in Region XII will go smoothly if we work to improve environmental governance, make sure there are enough resources, and strengthen local enforcement mechanisms.
