The Department of the Interior and Local Government (DILG) XII, in partnership with the Regional Inter-Agency Validation (RIAV) Team, launched the Regional Institutional Development Support (RIDS) Regional Cooperation for Good Governance (RCGG) (Buylog Dose) Program under the Support to Local Government Program (SLGP) today, 19 August 2024.

Key members of the RIAV Team, including representatives from the Department of Budget and Management (DBM), National Economic and Development Authority (NEDA), and Department of Human Settlements and Urban Development (DHSUD), attended the event. Also present were DILG Field Officers and of the City and Municipal Planning and Development Coordinators.

The session included a discussion on the DILG-DHSUD-NEDA-DBM-DOF Joint Memorandum Circular (JMC) No. 1, S. 2024, and an introduction to the RIDS and PLANADOSE programs.

Regional Director Akmad J. Usman of DBM XII opened the event, stressing the need for flexibility and collaboration among regional agencies to support LGUs effectively. He highlighted the PLANADOSE assessment tool’s role in identifying necessary technical assistance to enhance LGU performance and service delivery.

“Change is rapid, especially in development. Regional oversight agencies must work together to help LGUs adapt. Without this support, Region XII risks falling behind,” RD Usman stated.

LGCDD Chief Jermie A. Erie-Yeager delivered the closing remarks on behalf of Regional Director Atty. Rochelle D. Mahinay-Sero. She emphasized the importance of the RIDS RCGG (Buylog Dose) Program in helping LGUs address specific SGLG performance indicators, especially on the preparation and approval of their Comprehensive Development Plans (CDPs) and Comprehensive Land Use Plans (CLUPs). She also expressed gratitude to LGUs for their commitment and contributions to the vision of a resilient and progressive Region XII.

“Your dedication today marks a significant step forward in our collective journey toward a more integrated and effective approach to governance and development.”

The event ended with participants affirming their support for the initiative by signing the Pledge of Commitment.

The PLANADOSE Program, incorporated into the RIDS RCGG (Buylog Dose) Program, aims to address planning and investment programming issues through an assessment tool developed by DHSUD to ensure alignment and harmonization of plans. The RIDS Program is designed to assist LGUs to help improve their performance in the Seal of Good Local Governance (SGLG).
