Atty. Rochelle Daray Mahinay-Sero, EnP, MPACS, CESE is currently the OIC-Regional Director of DILG Regional Office XII by virtue of Department Order No. 2024-076 signed by DILG Secretary Benjamin C. Abalos Jr on January 23, 2024.
As a backdrop of this career milepost, she joined the Department in 2004 as Local Government Operations Officer II. After passing the 2006 Bar Examinations, she was appointed as Attorney IV and thereby served as DILG XII’s Legal Officer. In 2010, she rose through the ranks and was promoted as Local Government Operations Officer VII and eventually served as DILG City Director of the highly urbanized City of General Santos.
In 2011, she finished as Rank 1 in the 46th Batch Induction Training for Local Government Operations Officers. A rigorous, multidimensional, multi-stage training program for technical personnel of the DILG.
In 2018, she was promoted to Local Government Operations Officer VIII, a rank which is equivalent to full-fledged Provincial Director. She was Provincial Director of Sarangani Province for quite some time and in 2019, she was appointed as Provincial Director of DILG South Cotabato.
Born in Corella, Bohol, Atty. Sero finished her primary education at Corella Elementary School. Later on, she went to Divine World College of Tagbilaran where she earned her secondary education and graduated with a degree of Bachelor of Arts in Political Science.
A constant seeker of knowledge and self-improvement, she enrolled at Holy Name University wherein she acquired her Bachelor of Laws in 2002.
In 2013, Atty. Sero embarked on another academic pursuit when she became a recipient of Australia Awards. She enrolled at The University of Sydney and earned her Master in Peace and Conflict Studies the following year.
She is passionate about conflict resolution, conflict management, conflict transformation, community peacebuilding, and development planning.
In 2018, Atty. Sero took and passed the Board Examination for Environmental Planners and adding another feather to her cap, she became Career Executive Service Eligible in 2021.
On May 16, 2022 to June 1, 2022, she was given the opportunity to join and graduate from the Salamin-Diwa (SALDIWA) ng Paglilingkod 47th Session under the Leadership and Management Proficiency Program, a foundational capacity-building program for CESOs and third level eligibles of the Career Executive Service Board, held at Clark, Pampanga.
Among others, Atty. Sero is a member of Lady Lawyers Circle, Pundok sa Panagdait, and Integrated Bar of the Philippines.
A bibliophile who loves reading and collecting books of various genres, she also loves drawing and painting during her spare time.
She is an endearing wife to EnP Alberto P. Sero, Jr. and a loving mother to Lex Luis Alber.
