SubayBAYAN, or Subaybayan ang Proyektong Bayan, is the newly enhanced DILG Infrastructure Monitoring System, designed to oversee all locally funded projects managed by the department. It features geo-tagging, map integration, physical and financial monitoring graphs, comprehensive reports, and a variety of useful analytical tools.

The Top 10 LGU winners were rated according to these criteria: Completeness (Enrollment of Locally Funded Projects, Enrollment of RLIP Projects, Geo-tagged Photos, Progress Reporting of RLIP enrolled projects, Submission of required plan, infrastructure data and other report.), Timeliness (Delivery Rate, Completion Rate, Financial Report, SUBAYBAYAN-LFP (Locally Funded Projects) Monthly Progress Report, Enrollment of Locally Funded Projects, and Progress Reporting of RLIP-enrolled projects), Accuracy (Financial Status of Locally Funded Projects, Geo-tagged photos, Progress Reporting of RLIP-enrolled projects, Submission of required plans, data and other reports.), and Quality on Workmanship (Quality on Workmanship, project Management).
