Part of the pronouncement of President Rodrigo Roa Duterte in his 2016 State of the Nation Address is to reduce requirements and processing time of all government transactions. Right after his pronouncement, a Joint Memorandum Circular entitled Revised Standards in Processing Business Permit and Licenses in all Cities and Municipalities was issued by the DILG, DTI and DICT.
In compliance with the said Joint Memorandum Circular No. 01, Series of 2016, the Department of the Interior and Local Government (DILG) in partnership with the Department of Information and Communications Technology (DICT) Central and Regional Office XII conducted a 3-day Coaching and Mentoring on BPLS Automation/Computerization cum E-BPLS Users Training on September 24-26, 2018 at Villa Amor Hotel, Koronadal City. It was attended by DILG Regional Director Reynaldo M. Bungubung, CESO IV, LGCDD Chief Maria Theresa D. Bautista, Assistant Division Chief Jermie E. Yeager, BPLS Focal Persons, Resource Speakers from DICT Central and Regional Office XII, BPLOs, City/Municipal Treasurers and IT officers from City of Kidapawan, Municipalities of Kabacan, Midsayap, Columbio, Esperanza and Bagumbayan.
The general objective on the conduct of the said activity is to equip target LGUs with necessary knowledge on the revised BPLS standards and develop their technical skills on automating/computerizing their BPLS using the e-BPLS software developed by DICT.
On the first day of the activity, Regional Director Reynaldo M. Bungubung, CESO IV emphasized in his message that the BPLOs, City/Municipal Treasurers and IT Officers play a vital role in achieving the goal of the government, the goal of adopting simplified procedures that will help reduce red tape and expedite transaction. He further challenged the participants in ensuring that all government projects are implemented properly, on time and in accordance with the law.
“Sama-sama, walang iwanan, isabuhay po natin ang pagiging tunay na matino, mahusay at maasahan na lingkod bayan tungo sa isang maunlad at matatag na republika” the Regional Director’s closing statement.
On the last day of the activity, LGCDD Chief Maria Theresa D. Bautista awarded the certificates to the participants and resource persons. In her closing remarks, Chief Bautista encouraged the participants to engage in a fast, clean, reliable and a concerned government.
