The Performance Challenge Fund (PCF) program is an incentive fund to LGUs which comes in the form of financial subsidy for Local Development Projects which are in the Annual Investment Program (AIP) or Local Development Investment Program (LDIP) of LGUs and consistent with national goals and priorities. The PCF aims to incentivize and recognize good governance performance, particularly in the areas of transparency, accountability, participation and service delivery. The Program is intended to sustain governance reforms for the delivery of basic services.

DILG XII Regional Director Josephine Cabrido-Leysa shared words of wisdom on patriotism to the awardees of the PNP Medal of Merit during one of the regular Monday convocation at the Philippine National Police Regional Office XII recently.

Quoting former French Army officer, statesman and President Charles De Gaulle, she contrasted ‘patriotism’ and ‘nationalism’, which should be both in the heart of every police officer. De Gaulle was credited for the words “patriotism is when love of your own people comes first; nationalism, when hate for other people other than your own comes first.”

The Office of the President issued Executive Order No. 09 reinstating the Cabinet Assistance System (CAS) which shall be responsible for handling priority areas or subjects that require special and immediate attention as identified and recommended by the Department Secretaries.

During the 35th CAS meeting, it was recommended and proposed that the Cabinet Meetings will be held outside Metro Manila. To facilitate the regional discussions, the NEDA and DILG were tasked to identify strategic and priority local issues for discussions of the CAS and for eventual elevations to the Cabinet.

Strategies for the 2019 Seal of Good Local Governance program implementation has recently been finalized by the members of the Regional Assessment Team (RAT) and Sub-Regional Assessment Teams (Sub-RATs) of Region XII as they convened for a Pre-Implementation Meeting on March 26, 2019 at the DILG XII Conference Room, DILG Regional Office XII, Prime Regional Government Center, Barangay Carpenter Hill, Koronadal City.

“The SGLG is a game-changer for local government units…”

 This is how Undersecretary for Local Government Marivel C. Sacendoncillo, CESO III, described the relevance of the SGLA in her inspirational message during the opening day of the 2019 Seal of Good Local Governance (SGLG) National Orientation recently.

She added that the SGLG has ‘scaled up the actions’ of the LGUs and that “it is the system that the DILG can be proud of.”  She also added, “This is the system that allows us, the DILG, to exactly perform our mandate.”
