Lokal Serbisyo Caravan 2026: Reaching Farther, Serving Better, Transforming Lives
The Lokal Serbisyo Caravan continued to bring government programs and services closer to geographically isolated, disadvantaged, and conflict-affected communities across Region XII during the first semester of CY 2026. Anchored in Executive Order No. 70, series of 2018, and guided by the Whole-of-Nation Approach, the activity serves as an inter-agency convergence mechanism through which national government agencies, local government units, security-sector partners, and civil society organizations deliver essential services directly to communities. From February to June 2026, the caravan reached 19 barangays in the provinces of Cotabato, South Cotabato, Sarangani, and Sultan Kudarat:
• Barangays Kisupaan and Camasi, President Roxas, Cotabato;
• Barangays New Pontevedra, Dolores, and Canaan, Antipas, Cotabato;
• Barangays Mahongco, Datu Celo, and Bongolanon, Magpet, Cotabato;
• Barangay Miasong, Tupi, South Cotabato;
• Barangays San Jose, San Vicente, Lago, Poblacion, Calpidong, Kapatan, and Ilaya, Glan, Sarangani; and
• Barangays Bai Saripinang, Tutolok, and Kabulanan, Bagumbayan, Sultan Kudarat.
Participating agencies and partners provided medical and dental services, medicines, agricultural assistance, legal services, livelihood and skills-development interventions, education-related assistance, housing and settlement support, civil-registration and documentation services, environmental services, and other programs responsive to local
needs. The participating government agencies and partners included the Department of the Interior and Local Government, Department of Social Welfare and Development, Department of Education, Department of Health, Department of Labor and Employment, Commission on Higher Education, Public Attorney’s Office, Department of Agrarian Reform, National Commission on Indigenous Peoples, National Housing Authority, Department of Human Settlements and Urban Development, Armed Forces of the Philippines, Philippine National Police, Philippine Information Agency, Office of the Presidential Adviser on Peace, Reconciliation and Unity, National Intelligence Coordinating Agency, Technical Education and Skills Development Authority, Department of Trade and Industry, Department of Agriculture, Bureau of Fisheries and Aquatic Resources, Philippine Health Insurance Corporation, Department of Public Works and Highways, Department of Environment and Natural Resources, Land Transportation Office, Bureau of Fire Protection, Philippine Statistics Authority, Cotabato Electric Cooperative, Mahintana Foundation, and concerned local government units. Through the coordinated efforts of these partners, more than 12,000 beneficiaries received various forms of assistance during the reporting period. The caravan demonstrates the value of coordinated government action in improving access to basic services and addressing community needs. It also supports peacebuilding efforts by strengthening government presence, promoting community participation, and connecting residents with appropriate programs and service providers. The DILG Region XII, as Chair of the JRTF-ELCAC XII Basic Services Cluster, will continue coordinating with partner agencies and local government units for the succeeding activities of the Lokal Serbisyo Caravan.
