The Department of the Interior and Local Government (DILG) Rehiyon Dose, through the Local Government Capability Development Division (LGCDD), facilitated the conduct of the “Second Semester EODB Focal Persons Conference, Program Implementation Review and Strategic Planning on July 2, 2026, at the Greenstate Suites, City of Koronadal, South Cotabato.

The said activity aims to present the First Semester CY 2026 EODB-related accomplishments, discuss issues and concerns, plan and prepare for the Second Semester CY 2026 EODB-related deliverables, and ensure the effective and efficient implementation of the annual EODB Program, Project, and Activities (PPAs) in the region. This was attended by the DILG Program Managers, Regional/Provincial/City EODB Focal Persons and Alternates, and concerned technical/support staff of the region.

The activity started with the usual preliminaries and the acknowledgment of participants by

LGOO III Rudelyn V. Timogtimog, EODB Regional Alternate Focal Person, followed by the opening message delivered by OIC Chief Mary Ann R. Traspe of LGCDD. In her message, OIC Chief Traspe mentioned the EODB-related accomplishments for the First Semester CY 2026. She also highlighted that the combined efforts of all EODB Focal Persons will be of great help not only for the timely submission of our LGU reports, compliance with the EODB law and other related policies and issuances, but also for ensuring effective and efficient government service delivery in all LGUs of the region.

Atty. Rochelle D. Mahinay-Sero, CESO III, Regional Director, shared in her inspirational message the essence and importance of teamwork and commitment for the successful implementation of EODB PPAs. She ended her message by encouraging all EODB Focal Persons to continue performing at their best and be inspired to be recognized as one of the Top Performing Regional Offices in EODB Implementation FY 2025.

This was followed by the presentation of the Summary of Agreements of the Second Quarter EODB Focal Persons Conference and Actions Taken by LGOO IV/EODB Regional Focal Person Shylack C. Limao of DILG-LGCDD; presentation of the First Semester CY 2026 EODB-related Provincial Accomplishments and Updates by the EODB Provincial/City Focal Persons; presentation of the First Semester CY 2026 EODB-related Accomplishments and Updates for the Second Semester CY 2026 EODB-related Activities by the Regional EODB Focal Person.

LGOO IV/EODB Regional Focal Person Shylack C. Limao proceeded with the presentation of the status of BPLS, BPCO, compliance reports, and other EODB-related compliances and activities (BPLS/BPCO Automation, Energy Regulatory Reform (ERR), Katuwang sa Diwa at Gawa Para sa Masaganang Ani at Mataas na Kita (KADIWA) ng Pangulo, Paleng-QR Ph, Local Investment and Incentives Code (LIIC). The EODB Provincial/City Focal Persons began reviewing the LGU status in EODB-related compliance reports and a Planning Workshop on possible interventions for non-compliant LGUs.

In the afternoon, there was the presentation and critiquing of outputs, the presentation of the deadline for submission of the CY 2026 First Semester Reports to the Regional Office through the Online Monitoring System (OMS) on July 27, 2026, and issues and concerns from the Provincial/City EODB Focal Persons.

The Second Semester EODB Focal Persons Conference, Program Implementation Review, and Strategic Planning successfully concluded with the presentation of the agreements raised during the said activity by LGOO III Rudelyn V. Timogtimog, EODB Regional Alternate Focal Person.
