The Department of the Interior and Local Government (DILG) Rehiyon Dose, through the Local Government Capability Development Division (LGCDD) in coordination with the Banko Sentral ng Pilipinas (BSP) Mindanao Regional Office, and City Government of Bislig, Province of Surigao del Sur facilitated the conduct of the online orientation, “Empowering Local Government Units on the Paleng-QR Ph Program on May 21, 2026 via Zoom.

The activity aims to capacitate and empower all participating cities and municipalities on the Paleng-QR Ph Program to promote financial inclusion and encourage cashless transactions in public markets, community shops, and local transportation within their respective localities.

This was attended by the City/Municipal Mayors, Members of the Local Sanggunian, Business Permit and Licensing Officers, Building Officials, Information Technology Officers, DILG EODB Focal Persons, and City/Municipal Local Government Operations Officers of the region.

The activity serves as DILG Rehiyon Doses’ initiative in support of this year’s Ease of Doing Business (EODB) month celebration and in achieving our shared goal of digitalizing government processes and operations.

The activity started with the usual preliminaries and the acknowledgment of participants by DMO II Aubrey P. Doctora, followed by the opening message delivered by OIC-Assistant Regional Director Samuel A. Camaganacan, CE. In his message, ARD Camaganacan highlighted the importance of the whole-of-government approach and emphasized everyone’s vital role in achieving our shared goal of digitalizing government processes and operations.

The orientation proper came next, along with the following resource persons: LGOO IV/EODB Regional Focal Person Shylack C. Limao of DILG-LGCDD, Bank Officer IV Thea Corrine O. Traya of the Banko Sentral ng Pilipinas-Mindanao Regional Office, and Information Technology Officer I/Head of the IT Division Engr. Rose Lee. L. Cancio of the City Government of Bislig. This was followed by the open forum and the awarding of certificates.

The orientation on Empowering Local Government Units on the Paleng-QR Ph Program successfully concluded with a closing message from the LGCDD OIC Chief, Mary Ann R. Traspe, who thanked the participants and resource persons for making the online orientation engaging and more meaningful. In closing, OIC Chief Traspe said: “DILG Dose management looks forward to seeing all cities and municipalities in the region adopt and implement the Paleng-QR Ph Program in their respective localities.”
