DILG XII Sets 2026 Peace Agenda; Approves 9 Key Resolutions to Bolster Regional Stability
CITY OF KORONADAL, SOUTH COTABATO — Reinforcing its commitment to peace and development, the Department of the Interior and Local Government (DILG) Region XII convened the CY 2026 1st Quarter ELCAC DILG-Led Cluster Meeting on April 22, 2026.
The virtual high-level assembly resulted in the adoption of nine key resolutions aimed at accelerating development in conflict-vulnerable areas across SOCCSKSARGEN.
Presided over by Assistant Regional Director Samuel A. Camaganacan, the meeting underscored that despite the ongoing fuel crisis, the government’s whole-of-nation approach must remain focused, strategic, and efficient. The conduct of the meeting via virtual platform was in compliance with Presidential Memorandum Circular No. 114, which promotes energy conservation measures.
Despite operational constraints, DILG Region XII and partner agencies reaffirmed their commitment in sustaining service delivery in conflict-affected communities. In his message, ARD Camaganacan emphasized the need for “smarter coordination” through digital platforms to ensure continuity of peacebuilding efforts.
To establish a shared operational picture, partner agencies presented updates on their respective programs:
• DSWD Region XII reported on the PAMANA Sustainable Livelihood Program (SLP), supporting former rebels through livelihood assistance
• DILG Region XII provided updates on the Support to Barangay Development Program (SBDP)
• OPAPRU discussed the Transformation Program for reintegration and peacebuilding
• NHA XII cited implementation challenges in housing projects due to fuel constraints and terrain conditions
• PNP PRO XII and DILG emphasized strengthening community engagement to address information gaps
• DTI Region XII committed to expanding enterprise development in isolated barangays
• PTF-ELCAC Cotabato highlighted the need for stronger NGA participation in serbisyo caravans
A major outcome of the meeting was the adoption of nine (9) resolutions (2 operational and 7 technical), formally cited as DILG-led Cluster XII Resolutions No. 1–9, Series of 2026. These resolutions aim to strengthen convergence and improve service delivery, focusing on:
• Support for PAMANA LGU-led livelihood initiatives
• Enhanced coordination with OPAPRU, DSWD, and the security sector
• Alignment with the OPAPRU Transformation Program
• Strengthened coordination with NHA on housing projects
• Intensified information and awareness campaigns
• Sustained technical and logistical support
• Improved coordination of Lokal Serbisyo Caravans
The cluster also acknowledged directives from the JRTF-ELCAC XII Full Council and RPOC Resolution No. R12-2026-001, reinforcing the inclusion of RCSP target barangays and encouraging active participation in the 2026 Lokal Serbisyo Caravans.
The meeting highlighted the continuing importance of coordination, information-sharing, and joint planning. Moving forward, DILG Region XII and partner agencies are expected to sustain collaboration and address emerging challenges to further enhance program delivery and outcomes.
