DILG XII Highlights Barangay Development Updates in JRTF-ELCAC XII TWG Meeting
KORONADAL CITY, South Cotabato – The Department of the Interior and Local Government (DILG) Region XII participated in the Joint Regional Task Force to End Local Communist Armed Conflict (JRTF-ELCAC) XII Technical Working Group (TWG) 1st Quarter Meeting held on March 10, 2026 at The Farm @ Carpenter Hill in Koronadal City, South Cotabato.
The meeting marked the first TWG gathering under the leadership of the Department of Agriculture (DA) Region XII, which assumed the role as JRTF-ELCAC XII TWG Head last year. The activity was presided over by Mr. Aldrin Baldonado, ELCAC Action Officer of the Department of Agriculture Central Office.
During the meeting, DILG Region XII, as the primary implementing agency of the Local Government Support Fund – Support to Barangay Development Program (LGSF-SBDP), presented updates on the implementation of the program in ELCAC target barangays across the region.
The presentation outlined the status of development projects funded under the program, which aim to address priority needs in ELCAC target barangays, particularly those previously affected by insurgency and located in geographically isolated areas. These projects include road concreting, construction of school buildings and multi-purpose buildings, installation of solar-powered streetlights, and establishment of potable water systems.
DILG XII was represented by OIC Assistant Regional Director Samuel A. Camaganacan, CE, who conveyed the Department’s appreciation to partner national government agencies for their cooperation in bringing government programs closer to communities, particularly through the conduct of Lokal Serbisyo Caravans.
The meeting also featured the presentation of the JRTF-ELCAC XII Calendar of Activities, which includes major convergence initiatives for the year. Among the highlights is the conduct of Lokal Serbisyo Caravans, where national government agencies jointly deliver essential services and programs directly to barangays.
Further discussions included the presentation of the JRTF-ELCAC XII Operational Plans (OPLANs) aimed at strengthening coordination among member agencies in implementing ELCAC-related programs across the region.
Meanwhile, the Department of Economy, Planning, and Development (DEPDev) Region XII provided an orientation on the Daily Reporting System, a platform designed to streamline the monitoring and reporting of ELCAC-related activities.
The meeting also included the presentation of the Draft Provisional Agenda for the JRTF ELCAC XII 1st Quarter Full Council Meeting, tentatively scheduled on March 26, 2026.
Participants acknowledged the continued cooperation of member agencies, emphasizing that sustained collaboration among national government agencies and local government units remains essential in delivering development programs and strengthening peace and development initiatives across Region XII.
