In a compelling exchange of best practices and governance innovations, the Local Governance Regional Resource Center (LGRRC) Dose led a post-benchmarking progress dialogue with LGU Tagbilaran, reaffirming its commitment to the Open Government Partnership (OGP) journey. The visit, which included key stops at the Provincial Government of Bohol, the Tagbilaran City DRRM E911 Center, the City of Tagbilaran, and the DILG Bohol Provincial Office, showcased LGRRC VII’s strides in transparency, citizen engagement, and technological advancement.

The dialogue served as a platform for LGRRC Dose to gain firsthand insights into how the Province of Bohol and Tagbilaran City are operationalizing OGP principles—fiscal transparency, participatory governance, accountability, and innovation—across sectors.

Specifically, the learning session focused on Tagbilaran City's successful implementation of the Organizational Assessment (OGP) Action Plan 2025–2025. This inter-regional collaboration underscores the value of knowledge sharing and the collective pursuit of open, responsive, and citizen-centered governance.

At the Provincial Capitol, the Bohol team presented its Strategic Map 2028, envisioning the province as a globally recognized model of inclusive and sustainable development and a UNESCO Global Geopark. This vision is backed by flagship programs in climate resilience, agriculture, tourism, and infrastructure.

The delegation also visited the Tagbilaran City DRRM E911 Center, a pioneering emergency response hub in the region. The center utilizes a computer-aided dispatch system, GPS targeting, and spillover call redirection to the national center. It boasts a dedicated fiber network, redundant power systems, and secure data protocols.

Throughout the dialogue, LGRRC Dose Core Team members reflected on the value of inter-regional learning. The visit not only affirmed the importance of transparency and innovation but also inspired new pathways for inclusive governance.

This benchmarking journey marks a meaningful step in strengthening the OGP movement in the Philippines, with both regions committed to building systems that serve, empower, and uplift every Filipino.
